In order to use the Demographics and Interest reports in Google Analytics you need to enable Advertising Reporting Features on your Admin page. The reports show you the age, gender, location (country and city), interests and language of your visitors. However, this information is only available if your visitors have enabled Google Signals and are logged into their Google account. Also, the data is only available if the user has not denied or disabled ad personalization.

If you enable this feature, your analytics tracking code will be updated to start collecting demographics and interest data. It might take 24-48 hours for the data to start showing up in your reports. To verify that it has started working, head over to your Admin page, go to Audience and click on Demographics Overview. The report will show you a chart with the most important information, e.g. the percentage of men versus women. If you want to see more granular data you can click on one of the other cards in the report, for example 'View Genders'.

You can use this data to segment your website visitors and create remarketing audiences. You can learn which demographics perform better and which ones don't. But remember that this data smells like PII, so you should use it with caution. Also, you should make sure that your visitors understand why their data is being collected.
